, afghanistan's hamid karzai and cuba's raul castro. joining me from south africa, nbc's ron allen. can you give me a sense of what it's like on the ground and the preparations that are under way. >> it's been an amazing few days since we've been here. in case you can't hear, it's raining, it's dark. there are still crowds out there chanting, choirs, is a mood of festivity, jubilation. also grief and mourning, but for the most part it's been a time of celebrating the life of nelson mandela. we've just achieved the official program for tomorrow. the service begins here around 11:00 a.m., which is 4:00 a.m. in the united states. they are expecting 80,000 people to jam the football stadium and the overflow crowds in at least three or four other stadiums. on the program we see there are several of nelson mandela's grandchildren that will speak. there are marks by secretary-general ban ki-moon. there are also remarks by foreign dignitaries including president obama. he will be followed by the president of brazil, china, india, and raoul castro of cuba and finally remarks by jacob zuma from africa. qu

into a discussion on foreign policy, starting with this healafghanistan deadline. >> karzai won't sign this deal. susan rice went over to save it and she couldn't save it with the president. they're saying, what's going on? i thought you agreed to this whole deal. does the president himself have to get this done? they can't seem it get this done by the end of the year. >> here and reporting over the weekend, president rouhani in iran saying, we're going to enrich uranium. is there any reason to think that iran gives up its nuclear option? >> no. iran is now cementing that. rouhani went on an interview with the sentinel times, and this is creating big problems with iran's neighbors. they all gave up their right to enrich and the saudis already paid for a nuclear program. pakistan, all they have to do is call that debt in and say, send it over. proliferation is a real threat, but the question from the white house is, what are the options? >> isn't it a question, too, about who gets to decide about israel having its own nuclear capacity? does the united states have the ability to direct that? >> no

deal. it's a bad thing president karzai is playing politics with this and not getting on and doing it. it is crucial. there's an election in afghanistan next year. the question will be is there enough credibility in that election to keep the security situation under control and it will require some continued presence of american forces there. >> you mentioned china and perhaps the continued slow down on the chinese economy but we're seeing think it week, a rise in regional tensions driven by chinese nationalism over this disputed set of islands. what happens in that region in terms of national security and how, if you were sitting in the white house or if you were taking your magazine to the white house tomorrow what would you be warning them about regional tensions? >> i think it's another very good example of where america is so essential that without the american presence there, without america being prepared to hold the fort, that situation could easily get out of control very fast. >> we're looking at the prospect of some sort of military conflict? >> potentially unfortunately yo
